As the recrudescence of plague usually occurs in the summer, it increases the necessity that an enquiry should be made as soon as possible; and Mr Chamberlain proposes as soon as he learns that Mr Chadwick would be willing to go to command the Governor of Hong Kong by telegraph as to the acceptance of the conditions.
